READING OF SECRETARY’S MINUTES: The minutes of the meeting held on 9/8/11 were posted on the Presidio Villas HOA website.
TREASURER REPORT:
$ in Chase Checking. $ 24,617.79
Juan reported that he opened a Chase checking account in September. At that time, the corporation paperwork was not up-to-date. Juan brought the current paperwork to the meeting. Chase does not offer dual-signage on their checks. Juan distributed a treasurer’s report which included pending bills, last months bills and past due accounts. The amount owed in homeowner’s dues is $29,047. Nine homes owe over $1,000 each in past dues. Current statements were mailed with a letter informing all that everyone has until Nov. 30, 2011 to pay and late fees will be waived. Salina DeLuna submitted a bookkeeper compensation contract for the Board to consider. She is asking to be paid $450 for the one month of bookkeeping and getting the records in order, and then $350/month for the rest of the contract. The board voted unanimously to accept the contract.
PRESIDENT REPORT:
Tobias reported that he has revamped the website and future plans include allowing homeowners to pay their dues online through the website. The website address is: www.presidiovillas.com A letter was sent out to the homeowners regarding the website, dues, late fees, etc. Tobias said the HOA needs a new statutory agent and Martha agreed to be the agent. She will fill out a form and send it to the corporation to inform them of the change. Tobias asked that Juan do a forecast budget so we can project monthly and yearly income. Juan will get an estimate and prepare a draft budget within two weeks for discussion at the Board meeting in December. The issue of foreclosures in the neighborhood was discussed. Can the board make repairs for those out of compliance and charge them? Can we apply a rental fee to owners who have renters? Can we assess a fee to properties for clean-up work? Tobias will check the CC&R’s and report at the next meeting.
COMMITTEE REPORTS:
Pool Committee – The Board voted and agreed to add a rule to the pool rules. If a pool key is broken, the owner must return the broken key and pay $25 for a new key. The fee for a replacement key that has been lost or stolen is still $100. Joseph agreed to get an estimate on water leaking near the pool.
Landscaping/Irrigation Committee – Joseph reported on the work he has done on roof repairs, irrigation and painting for the area.
New Business – Vandalism in the neighborhood was discussed. Joseph spoke about getting cameras and writing down license plate numbers of vehicles. Juan suggested a blocking wall barrier and putting up additional signs. Joseph will look into getting signs and he will get an estimate on barbed wire. Juan will get an estimate on erecting higher walls. Tobias will ask Tanis for legal advice on vandalism. Suggestions made for deterring vandalism included:
putting up no trespassing signs
monitor the area by cameras
fine people for vandalism
put up barriers

Board unanimously accepted bookkeeping contract to pay Salina DeLuna $450/month for the first month of bookkeeping services and $350/month for the rest of the contract.
Martha Van Winkle agreed to become Statutory Agent for the HOA.
Board voted unanimously to add a new pool key rule, broken keys must be returned and owner will be charged $25.
Juan will prepare a draft budget for the Association for discussion at December meeting.
